What is a Plumbing Risk Assessment & RAMS?
A plumbing risk assessment is a written, project-specific assessment of the hazards created by the plumbing work being carried out — soldering, brazing, cutting, chasing, handling COSHH substances, working near live electrics, isolating water and gas supplies, and moving heavy items like boilers, cylinders and radiators. Paired with a plumbing method statement (the step-by-step of how the job will be done safely), the two form a plumbing RAMS pack. Every commercial site, letting agent, housing association and Tier-1 principal contractor now expects one before you turn up.
When is it legally required?
Under the Management of Health and Safety at Work Regulations 1999, the written-record duty applies to employers of five or more people — but in practice, almost every principal contractor and commercial client will refuse plumbing sub-contractors access without a written, job-specific RAMS regardless of company size. CDM 2015 requires it to be shared before work starts. Gas Safe registered work adds tightness-testing and commissioning procedures; potable water work must follow WRAS / Water Regs guidance.
Who is responsible?
The employer — usually the plumbing firm or sole-trader plumber — owns the assessment. It must be written by a competent person: someone who understands the trade, the substances used and the site. On larger jobs the H&S advisor or senior engineer signs it off. The principal contractor spot-checks it and will bin anything generic or lifted from a template with no site detail.
