Risk Assessment for Asbestos Removal

UK construction-safety guidance by the Riskora Editorial Team

Producing a proper risk assessment for asbestos removal is not optional — it is a legal and practical requirement for construction work in the UK. Whether you are a sole trader or managing a multi-phase project, documented risk management protects your workers, satisfies clients, and keeps you on the right side of HSE enforcement.

When This Document Is Required

The Management of Health and Safety at Work Regulations 1999 require employers to carry out a suitable and sufficient risk assessment for asbestos removal before operations start. Self-employed workers carrying out construction activities must also comply.

What Must Be Included

  • Scope and description of the asbestos removal works
  • Site-specific hazards relevant to construction
  • Persons at risk (workers, public, visitors)
  • Existing controls in place
  • Risk rating before and after controls
  • Additional controls required
  • Residual risk level
  • Review schedule
  • Responsible person for review

Common Mistakes to Avoid

  • Using a generic template without adapting it to the actual asbestos removal conditions on site
  • Not reviewing the document when site conditions change
  • Missing sign-off from a competent person before work begins
  • Under-rating risk to avoid implementing additional controls
  • Not consulting workers during the assessment process
  • Treating the document as a one-time exercise

Example Scenario

A construction contractor in UK needs to produce a risk assessment for asbestos removal before starting work next week. The client has requested professional documentation as a condition of site access. Using Riskora, they select the relevant trade preset, review pre-populated hazards, adjust controls for their specific site, and generate a professional risk assessment in under 5 minutes — ready for review and sign-off.

The legal duty behind a risk assessment for asbestos removal

The Control of Asbestos Regulations 2012 set the framework: regulation 5 requires identification before work starts, regulation 6 requires a suitable and sufficient assessment, regulation 7 requires a written plan of work, and regulation 11 requires exposure to be prevented or reduced to the lowest level reasonably practicable — with the control limit of 0.1 fibres/cm³ over four hours as a limit, not a target. Licensed work additionally requires notification to HSE under regulation 9 at least 14 days before it begins.

Hazards and controls reviewers expect to see

The documentation is where the licensing boundary gets decided, and getting it wrong is a criminal matter rather than a commercial one. Licensed work needs a 14-day ASB5 notification to HSE, a plan of work held on site and four-stage clearance before reoccupation; notifiable non-licensed work needs notification, medicals and records but not a licence; and a great deal of asbestos cement work needs neither. A single document that blurs the three is unusable on site.

HazardControl measure
Fibre release during removal or disturbance of the ACMControlled wetting or injection with surfactant, hand tools in preference to power tools, no dry sweeping or breaking, and continuous class-H vacuum extraction at the point of work.
Loss of containment from the enclosureEnclosure built and smoke-tested before removal starts, negative pressure units maintained at the required air changes with pressure differential monitored and logged, and work stopped immediately on any loss of pressure or visible breach.
Spread of contamination on operatives leaving the work areaThree-stage decontamination unit attached or, where remote, a full transit procedure. RPE face-fit tested to the wearer, worn on a clean-shaven face, and RPE decontaminated before removal.
Exposure of other trades and building occupants in adjacent areasArea cleared and signed before work, adjacent occupiers notified in writing, reassurance air monitoring at the enclosure boundary, and no other trades permitted in the zone until four-stage clearance is issued.
Waste handling and transportDouble-bagged and labelled as UN2212/UN2590 as applicable, sealed waste route, consignment note raised, and disposal at a permitted facility with the consignment note retained for three years.
Work found to be licensable when it was scoped as non-licensedStop work on discovery of sprayed coating, lagging or unexpected insulating board condition; re-scope, notify HSE using ASB5 with 14 days' notice, and only resume under a licensed contractor.

A defensible work sequence for asbestos removal

  1. 1Review the regulation 5 survey and confirm the material type, extent and condition; classify the work as licensed, notifiable non-licensed or non-licensed and record the reasoning.
  2. 2Where licensable, notify HSE via ASB5 at least 14 days before starting and produce the written plan of work to be held on site.
  3. 3Set up the work area: clear and sign the zone, build and smoke-test the enclosure, install the negative pressure units and the decontamination unit.
  4. 4Face-fit-tested RPE and disposable coveralls donned; baseline reassurance monitoring taken at the enclosure boundary.
  5. 5Remove the material wet, by hand where practicable, bagging at the point of removal with continuous class-H extraction.
  6. 6Clean the enclosure to a visual standard, apply sealant, and call the independent analyst for four-stage clearance.
  7. 7Strip the enclosure on receipt of the clearance certificate, consign the waste, and issue the certificate and waste documentation to the client.

Why these documents get rejected

  • Not stating whether the work is licensed, notifiable non-licensed or non-licensed, and on what basis
  • No reference to the regulation 5 survey that identified the material, its type and its condition
  • Enclosure and negative pressure described generically with no smoke test or pressure differential monitoring
  • No four-stage clearance certificate identified as the trigger for reoccupation
  • Waste route described without consignment notes or a named permitted disposal site

Asbestos Removal: common questions

Do I need a licence to remove asbestos?

It depends on the material and its condition. Sprayed coatings, lagging, most asbestos insulating board work and any work where exposure cannot be kept sporadic and low intensity require a licensed contractor. Asbestos cement sheets, textured coatings and gaskets are usually non-licensed, though some AIB and textured coating work is notifiable non-licensed.

What is four-stage clearance and when is it needed?

It is the independent analyst's check before reoccupation after licensed work: a preliminary site condition check, a thorough visual inspection, air monitoring, and a final assessment after the enclosure is removed. Reoccupation before the certificate is issued is the point most clients audit hardest.

How long must asbestos records be kept?

Health records and personal exposure records for individuals must be kept for 40 years. Waste consignment notes are retained for three years. The plan of work and clearance certificate are typically retained for the life of the building's asbestos register.
