Construction Phase Plan (CPP)

The construction phase plan (CPP) is the principal contractor's written plan setting out how health and safety will be managed across a construction project.
Under CDM 2015 a CPP is required for every construction project, including domestic ones. It is prepared by the principal contractor (or by the contractor where there is only one) before construction work begins.
It sits at project level — site rules, site organisation, site-wide hazards, welfare arrangements, emergency arrangements and the management of subcontractors. It is not a RAMS.
A RAMS sits underneath the CPP. The CPP says how the project as a whole will be run; each subcontractor's RAMS says how their specific task will be carried out within those rules.
Why it matters
Treating a CPP and a RAMS as the same document is one of the most common compliance errors on small projects. They serve different purposes and are written by different people.
