Manual Handling RAMS for Scaffolders

UK trade-and-hazard guidance by the Riskora Editorial Team

Scaffolding is among the worst trades in UK construction for cumulative musculoskeletal injury. Tubes weigh 4.5 to 22 kg, boards weigh 25 to 30 kg, and a typical erector lifts several tonnes per shift across awkward postures and dynamic balance positions. The HSE's L23 ACOP on manual handling treats this as a high-risk activity and a RAMS that does not address load weight, lift posture and rotation through fixed/dynamic positions will fail competent review.

Regulations that apply

Manual Handling Operations Regulations 1992 (as amended)

Regulation 4

Avoid hazardous manual handling so far as is reasonably practicable; assess unavoidable handling using TILE (Task, Individual, Load, Environment); reduce to the lowest level reasonably practicable.

HSE L23 (ACOP)

Sections 47-86

Repetitive handling above 10 kg, twisting motions, and awkward postures all require formal assessment. Simple weight check is insufficient.

Hierarchy of controls for manual handling in scaffolders

Every UK RAMS reviewer applies the hierarchy of controls in the order below. Defaulting straight to PPE is the single most common reason a RAMS fails review.

1. Eliminate

Use system scaffold with lighter aluminium components where the load class permits — eliminates much of the 22kg tube handling.

2. Substitute

Mechanical lifting via gin wheel for materials above 1.5 lifts; goods hoist for full builds.

3. Engineering controls

Material handling platforms at lift level so tubes are not held while traversing. Component splitting (no double-board lifts).

4. Administrative controls

Job rotation between erectors and labourers. Maximum 2 lifts of materials before rest at full body extension. Toolbox talks on TILE.

5. PPE (last line)

Gloves with grip surface. Steel toecaps. Knee support optional.

The most common rejection reason

Stating 'manual handling training given' without identifying the specific tasks assessed. The MHO Regs require a task-by-task assessment, not a blanket training certificate.

Example RAMS wording

An illustrative extract structured for principal-contractor review. Site-specific facts must be substituted and checked by a competent person.

All material lifts above first lift will use the gin wheel rated to 50 kg. Materials at the working level will be passed hand-to-hand — no operative will rotate at the spine while holding a tube. Pairs will share lifts above 16 kg per HSE L23 guidance. Job rotation between erectors and ground-handlers every 2 hours documented on the daily inspection record.

When to review this RAMS

  • Component change to heavier specification
  • Loss of mechanical lifting equipment availability
  • Reported musculoskeletal complaint by any operative
  • New operative joining the gang requiring TILE re-induction

What to monitor on site

Daily TILE check against actual loads on site. Operative sign-on confirming current MH refresher (annual minimum). Discomfort/injury reporting through daily debrief.

Frequently asked questions

Is there a maximum scaffolder lift weight in the UK?

There is no statutory maximum, but HSE L23 guideline figures suggest 25 kg for a male and 16 kg for a female lifting close to the body at waist height — and significantly less for awkward positions or above shoulder. Scaffold tubes at 22 kg held at arm's length already exceed the safe threshold.

Do scaffolders need separate manual handling training?

Yes. CISRS Part 1 covers basic manual handling but a site-specific MH refresher is expected annually, particularly when the gang is using new components or system scaffold for the first time.

Can a single operative carry a scaffold board?

Industry practice is to two-person handle boards above 3.6m, but a single operative handling a 2.4m board at 30kg is borderline against L23 figures and should be assessed for the specific lift position.
