The risk-assessment half is required by Regulation 3 of the Management of Health and Safety at Work Regulations 1999. The method-statement half is the practical sequence of work the operatives will follow. Together they cover the task, the people doing it, the plant and substances used, the residual risk after controls, and the supervision and review arrangements. CDM 2015 Regulation 15 makes the contractor responsible for producing it.

A method statement is the work sequence. A risk assessment is the hazard analysis. RAMS is both, bound together so the controls in the risk assessment line up with the steps in the method. Submitting a method statement alone is one of the most common reasons a principal contractor sends paperwork back.
If the task is low-risk and repetitive, a generic risk assessment plus a short method statement may be accepted. If the task involves work at height, hot works, confined space, asbestos, lifting or service strikes, the PC will expect a combined site-specific RAMS — and they will check that each method step references the risk-assessment controls.
A RAMS that passes first review has eight clear sections: scope, site/programme detail, hazards and controls, sequenced method, PPE and plant, competence and training, emergency arrangements, and sign-off. Most rejections come from missing site-specific detail, generic copy-paste hazards, or a method that does not sequence the work.
Principal contractors are scanning for site address, project reference, named supervisor, the specific plant and substances on this job, and a hazard list that matches the work in front of them. They are not looking for length — they are looking for site specificity.

Is a RAMS legally required on UK construction sites?

In practice every UK principal contractor will require a site-specific RAMS before letting a sub-contractor start.
What is the difference between a RAMS and a method statement?
A method statement only describes how the work will be done. A RAMS is a method statement plus the risk assessment that justifies the controls in it. On most UK sites the principal contractor will reject a stand-alone method statement for medium- or high-risk work.
How long should a construction RAMS be?
There is no required length. A short tiling job might be three pages; a multi-day lift operation could be twenty. What matters is that the document is site-specific, sequences the actual work, and the controls in the risk assessment line up with the steps in the method.
