What Is RAMS in Construction?
If you've worked on a UK building site since around 2010, you've heard the word "RAMS" thrown around at induction, in pre-start meetings, and in the WhatsApp message you got at 6am asking why your paperwork wasn't uploaded yet. It's one of the most-used acronyms on site — and one of the least clearly defined. This guide answers the question properly: what RAMS actually is in UK construction, what goes into one, when the law requires it, and what separates a document that gets accepted from one that gets sent back.
What RAMS stands for
RAMS stands for Risk Assessment and Method Statement. In UK construction it almost always refers to a single combined document covering two distinct things:
- A Risk Assessment — a written evaluation of the hazards involved in the work, who might be harmed, how, and what controls are in place to reduce that risk.
- A Method Statement — a step-by-step description of the safe sequence of work, including equipment, materials, personnel and emergency arrangements.
The term "RAMS" doesn't appear in any UK statute. It's site-language shorthand that emerged because principal contractors began asking for both documents together and the industry compressed them into one phrase. When a foreman, ganger or site manager says "send your RAMS", they're asking for both halves bundled into one PDF, usually before you set foot on site.

What's inside a construction RAMS
There's no statutory format, but every accepted construction RAMS in the UK has the same anatomy. The reason is simple: principal contractors review hundreds of these a year, and they scan for the same sections in the same order. A document that hides this structure looks suspicious; one that follows it gets accepted faster.
Cover & control information
- Document title, unique reference, version number and date
- Site address, project name and principal contractor
- The contractor producing the document, with company H&S contact
- Author name and competency (SSSTS, SMSTS, NEBOSH, IOSH MS)
- Approval signatures and review-by date
Scope of work
- The exact task being assessed — not the whole project, the specific package
- Start and end dates, working hours, working area on the site plan
- Number of operatives and trades involved
Risk assessment
- Each significant hazard identified for the work
- Who is at risk (operatives, other trades, members of the public, vulnerable persons)
- Likelihood × severity scored on a matrix (usually 5×5)
- Control measures — physical, procedural and PPE
- Residual risk after controls are applied
Method statement
- Pre-work checks (permits, isolations, plant inspections, exclusion zones)
- Step-by-step sequence of the actual work
- Plant, equipment and materials at each step, by make and model
- Named operatives with ticket numbers and refresher dates (CSCS, CPCS, IPAF, PASMA)
- Emergency procedures specific to the work — not "call 999"
- Briefing record and sign-off sheet

When you need one on site
In practice, every contractor working on a UK construction site is asked for a RAMS before mobilisation. In legal terms, the trigger isn't quite that universal — it depends on whether the work is "significant" and whether the project is notifiable under CDM 2015. The realistic test is this:
- Any commercial construction work — assume a RAMS is required, regardless of duration. PCs won't let you on site without one.
- Any work at height, with services, hot works, lifting operations, confined spaces, asbestos or excavation — a separate task-specific RAMS is expected even if a general project RAMS exists.

The legal duty behind it
RAMS as a phrase isn't in the law, but the two duties it satisfies are. A RAMS is the document that evidences compliance with both at once.
- Management of Health and Safety at Work Regulations 1999, reg 3 — every employer must carry out a "suitable and sufficient" assessment of risk to employees and anyone else affected. Five or more employees means it must be recorded.
- Construction (Design and Management) Regulations 2015, reg 13–15 — principal contractors must plan, manage and monitor the construction phase. Method statements for significant work are an expected part of how that duty is discharged.
- Activity-specific regulations — Work at Height 2005, CoSHH 2002, PUWER 1998, LOLER 1998, the Confined Spaces Regulations 1997 and the Control of Asbestos Regulations 2012 all add their own assessment duties, which get folded into the RAMS rather than written as separate documents.

Who writes and signs it off
The Health and Safety at Work etc. Act 1974 requires the person producing safety documents to be "competent" — but it doesn't define a specific qualification. In practice, principal contractors look for one of the following before they accept a RAMS as legitimate:
- SSSTS (Site Supervisor Safety Training Scheme) — minimum for many trade RAMS
- SMSTS (Site Manager Safety Training Scheme) — typical for higher-risk packages
- NEBOSH General Certificate or NEBOSH Construction Certificate
- IOSH Managing Safely
- Trade-specific competence (e.g. asbestos analysis, scaffolding inspection) on top of the above

Why principal contractors accept or reject RAMS
The single biggest factor in whether a RAMS gets accepted is whether it's site-specific. Generic templates with no real site detail are the number-one rejection reason in 2026. Beyond that, here's what reviewers actually scan for:
- The site address, the PC name and the exact package appear in the first paragraph. If they don't, the document is generic.
- Named operatives with current tickets — not "all operatives hold valid CSCS".
- Plant by make and model with current inspection references — not "appropriate access equipment".
- Measurable stop-work triggers — wind speed, temperature, lighting level — not "stop if conditions become unsafe".
- Rescue plan proportionate to the work — for MEWP work, a specific MEWP rescue plan; not "call the emergency services".
- A method that reads like someone has done the job before, with quantities, sequences and dependencies.

A short worked example
To make this concrete, here's a one-paragraph illustration. A roofing contractor is replacing a domestic-scale flat roof on a commercial extension. A generic template would say "working at height — fall from height — wear harness — call 999 in emergency". An accepted RAMS would say:
"The work is replacement of a 6m × 4m flat roof at 4.2m above ground level. Access is via a 4m IPAF-certified MEWP (Genie GS-1530, inspection ref 2026-04-11). The work area is barriered to BS EN 13374 on all four sides with a 100mm toe board. Operatives J. Walker (CSCS Gold, IPAF 3a/3b expiry 2027-03) and M. Singh (CSCS Blue, IPAF 3a expiry 2026-11) hold current tickets. Hot works are not in scope. Work stops if wind speed exceeds 23mph (Beaufort 5) measured by Kestrel 3000 on site. Rescue from MEWP basket is via secondary controls at ground level operated by the spotter; if power fails, manual lowering via descent valve, max 60 seconds. First aider on site: J. Walker (FAW expiry 2026-09)."
