Chainsaw RAMS for Landscapers

UK trade-and-hazard guidance by the Riskora Editorial Team

Chainsaws are responsible for more lost-time injuries per hour of use than any other power tool in UK landscaping work. The Approved Code of Practice for chainsaw operation (HSE AFAG guidance) requires NPTC certification (CS30, CS31, CS32 ground-work; CS38, CS39, CS41 aerial) for every operator and the kick-back zone must be physically managed at every cut, not just trained around. A RAMS that does not name the operator's NPTC unit numbers will fail any competent review.

Regulations that apply

Provision and Use of Work Equipment Regs 1998

Regulations 8 & 9

Information, instruction and training for any work equipment with significant risk. Chainsaws fall squarely into this category.

HSE AFAG (Arboriculture and Forestry Advisory Group) leaflets

AFAG 301-308

Ground-based chainsaw operation. Kickback prevention. PPE specification. Felling sequence. Take-down and processing.

PPE at Work Regs 1992 (as amended 2022)

Regulation 4

Chainsaw-rated PPE: Class 1 trousers (Type A or C), helmet with visor and ear defenders, chainsaw boots, gloves with cut-protection on the back of the left hand.

Hierarchy of controls for chainsaw operation in landscapers

Every UK RAMS reviewer applies the hierarchy of controls in the order below. Defaulting straight to PPE is the single most common reason a RAMS fails review.

1. Eliminate

Use a tracked stump grinder rather than chainsawing close to ground level. Mechanical felling head on a tracked harvester for clearance work where access permits.

2. Substitute

Reciprocating saw or pruning loppers for branches under 50mm.

3. Engineering controls

Chain brake, low-kickback chain, anti-vibration handles, sharp chain (a blunt chain dramatically increases force required).

4. Administrative controls

NPTC-certified operator only. Two-person rule (no solo chainsaw work). Drop zone marked with cones and tape. Pre-start machine check (chain tension, oil, brake function).

5. PPE (last line)

Class 1 trousers, chainsaw helmet (visor + ear defenders), chainsaw boots, gloves with left-hand back cut protection. First-aid kit including dressing for severe arterial bleed.

The most common rejection reason

Submitting a chainsaw RAMS without naming the operator and their current NPTC unit certificates. Reviewers want to see CS30/31 (or aerial equivalents) by name and current renewal date.

Example RAMS wording

An illustrative extract structured for principal-contractor review. Site-specific facts must be substituted and checked by a competent person.

Lead operator John Smith holds NPTC CS30 (chainsaw maintenance and cross-cutting), CS31 (felling small trees up to 380mm) and CS32 (medium trees up to 500mm), all renewed 14 January 2026. Backup operator Sarah Jones holds CS30 and CS31, renewed 8 March 2026. Chainsaws (Husqvarna 550 XP) checked pre-use: chain tension, oil level, chain brake function. Drop zone marked with cones (8m radius) and warning tape. Two operatives on site at all times during cutting. Chainsaw first-aid kit (large emergency dressing for arterial bleed) at the work position. Mobile signal verified — emergency services contact protocol in TBT.

When to review this RAMS

  • Change of operator to one without current NPTC certification
  • Tree larger than the operator's certification covers
  • Wind speed above the AFAG threshold for the diameter being cut
  • Discovery of nesting birds (Wildlife & Countryside Act 1981 breeding season)

What to monitor on site

Daily pre-use saw check logged. NPTC renewal dates on training matrix. PPE condition check at sign-on. Drop-zone cones positioned before start of each tree.

Frequently asked questions

Can a landscaper use a chainsaw without NPTC?

Not in any commercial context. PUWER 1998 requires the operator to be 'sufficiently trained' and the industry-recognised certificate is NPTC. Insurers and principal contractors will reject any RAMS naming an uncertified operator.

Is a chainsaw helmet mandatory?

Yes — under PPE Regs the chainsaw helmet (helmet + visor + ear defenders combined) is the recognised solution and any commercial site will reject loose mesh visor or separate ear defenders as non-compliant.

Can chainsaws be used in high winds?

AFAG guidance sets the practical threshold around Beaufort 6 (25 mph) for ground-based felling, lower for aerial work. Above this, branch behaviour becomes unpredictable and felling direction cannot be guaranteed.
