Workforce fatalities on UK highways works are dominated by vehicle incursions — operatives being struck by passing traffic or by site vehicles inside the works. All operatives carrying out signing, lighting and guarding must hold a current Sector Scheme 12 (NRSWA Unit 002, 003, 004 etc.) certificate.
Every UK RAMS reviewer applies the hierarchy of controls in the order below. Defaulting straight to PPE is the single most common reason a RAMS fails review.
1. Eliminate
Carry out the works at night or during weekend possession to avoid live peak traffic. Use full road closure with diversion where the network permits.
2. Substitute
Use a moving lane closure (TSM Chapter 8 Figure 9) for short-duration mobile works rather than a static long-term closure.
3. Engineering controls
Crash cushions / impact protection vehicles upstream of the works. Vehicle-mounted message signs. Cone-mounted lights. Edge-of-zone barriers.
4. Administrative controls
TSM Chapter 8 figure named in the RAMS. NRSWA-trained operatives only (Sector Scheme 12). Permit-to-work issued by Highways Authority. Daily inspection of signs and cones.
5. PPE (last line)
Class 3 hi-vis (jacket and trousers), helmet, safety boots.

What is Sector Scheme 12?
Sector Scheme 12 is the UK quality scheme for streetworks operatives signing, lighting and guarding works on the public highway. It maps to NRSWA Units 001-014. Most highways authorities will not accept TM operatives without it.
Can a small contractor do their own traffic management?
Only if they hold the relevant NRSWA Sector Scheme 12 units. For minor works with a Permit Scheme, a single-trained operative can put out a Figure 1.1 short-duration TM. Larger or higher-speed works typically require a specialist TM contractor.
What speed determines the longitudinal safety zone?
The posted speed limit, not measured traffic speed. 60 mph and above triggers the wider safety zones — and a 30mph layout on a road where actual traffic is doing 50mph is still designed to the 30mph figure but with risk-assessed local controls.
