Best practice is yes. The Joint Code of Practice recommends a formal permit system for all hot works on construction sites. Each permit should specify the location, duration, precautions, and fire watch arrangements.

Minimum PPE typically includes welding visor or goggles, fire-resistant gloves, flame-retardant overalls, and safety boots. For welding, additional protection includes a welding shield and appropriate lens shade.

RAMS as a single document is not named in UK law, but the underlying duties are. The Management of Health and Safety at Work Regulations 1999 require a suitable and sufficient risk assessment, and CDM 2015 effectively requires a written method statement on most construction work. Anyone competent to assess the risks of the work.
