What Is a Job Hazard Analysis (JHA)?

A Job Hazard Analysis is a written document that takes a specific task, breaks it into steps, identifies the hazards in each step, and specifies the controls that will be in place to prevent injury. That's it. The format is simple. The discipline is not.

OSHA's own publication on JHAs — OSHA 3071 — has been the reference document since 2002. It's not a regulation. It's guidance on how to satisfy your obligations under the General Duty Clause (Section 5(a)(1) of the OSH Act) and the task-specific standards in 29 CFR 1926 (construction) and 29 CFR 1910 (general industry).

The four columns of a JHA

Almost every JHA, regardless of who designed the template, has the same core structure:

  1. Job step — the task broken into a sequence of actions, in the order they happen
  2. Hazards — what could go wrong at each step (struck-by, caught-in, fall, electrical contact, chemical exposure, etc.)
  3. Controls — the engineering, administrative, and PPE measures that reduce the risk
  4. Responsible person — who is accountable for that control being in place

Some templates add risk ratings, OSHA standard references, or training requirements. The core four are non-negotiable.

The hierarchy of controls — and why it matters on a JHA

The single most common JHA mistake is jumping straight to PPE. NIOSH's hierarchy of controls is the reason that's a problem:

  1. Elimination — remove the hazard completely
  2. Substitution — replace the hazard with something less dangerous
  3. Engineering controls — isolate people from the hazard (guards, ventilation, fall arrest)
  4. Administrative controls — change how people work (training, rotation, permits)
  5. PPE — protect the worker if everything above fails

If your JHA control column is 90% PPE, an OSHA inspector reading it will conclude you haven't actually thought about the higher-order options. So will most GC safety teams reviewing your prequal package.

Who needs a JHA?

  • Construction crews — almost universally required by GCs before site access
  • Subcontractors — task-specific JHAs are a standard prequal item
  • General industry employers — for any non-routine task, change of process, or after an incident
  • Federal contractors — under EM 385-1-1, the US Army Corps of Engineers requires Activity Hazard Analyses (AHAs), which are JHAs with a few extra fields
  • Anyone working in a State Plan jurisdiction — Cal/OSHA, WA DOSH, MIOSHA, Oregon OSHA, and others have their own requirements that often exceed federal

When OSHA actually expects you to write one

There's no single regulation that says "thou shalt produce a JHA for every task." The expectation is built into the General Duty Clause and the specific standards. In practice, you should write one when:

  • The task is new to the workforce
  • The task has a history of injury or near-miss incidents
  • Conditions change (weather, equipment failure, scope creep)
  • A new piece of equipment is introduced
  • An OSHA standard explicitly requires hazard analysis (confined space, lockout/tagout, process safety management)
  • A client, GC, or insurer asks for one

What a "good" JHA looks like

The fastest way to evaluate a JHA is to hand it to someone who hasn't seen the job and ask them to describe what's happening. If they can't, the steps are too vague. If they can describe the steps but can't tell you what could hurt the crew, the hazard column is too generic. If they can describe the hazards but the controls are all "wear PPE," you've skipped the hierarchy.

A good JHA reads like a script. Specific, sequential, written in the language the crew speaks.

Common failure modes

  • Recycled JHAs. A JHA from another job site, lightly edited. The hazards don't match the actual conditions.
  • "All hazards" soup. Lists every conceivable hazard regardless of relevance, which signals the author wasn't thinking specifically about this task.
  • Missing sign-off. No supervisor name, no crew acknowledgment, no date. Worthless for documentation purposes.
  • No review trigger. Written once and never updated, even after an incident or scope change.
  • Buried OSHA references. Either none at all (weak) or a wall of CFR citations with no context (lazy).

JHA, JSA, AHA — the names

JHA is the OSHA term. JSA (Job Safety Analysis) is the older industry term — same document. AHA (Activity Hazard Analysis) is the US Army Corps version under EM 385-1-1, with extra fields for training and inspection. We've written a longer breakdown at JHA vs. JSA.

How long does a JHA take to write?

From scratch in Word, with a competent person who knows the task: 45 minutes to two hours, depending on complexity.
