What should a MEWP RAMS cover?

A MEWP RAMS must cover ground bearing capacity assessment, MEWP selection (boom vs. scissor) for the task, IPAF or equivalent operator competence, daily pre-use inspection (LOLER thorough exam reference), harness and energy-absorbing lanyard for booms (restraint only for scissors), overhead obstruction and powerline clearances, exclusion zone for the work area beneath, an operative-specific rescue plan, and adverse weather limits (typically 12.5 m/s wind for most platforms — confirm against the manufacturer's data plate).

Most MEWP Fatalities Are Not Falls — They Are Crushing and Entrapment

The biggest killer with MEWPs in the UK is not falling from the platform — it's entrapment between the platform and overhead structure (steelwork, ceilings, branches), and overturning on inadequate ground. A RAMS that focuses only on harness use and edge protection misses the actual mechanism of injury. The ground assessment, the rescue plan, and the overhead clearance controls are what reviewers look at hardest. UK risk-assessment law requires the document to address the actual hazards, not the generic ones.

Frequently Asked Questions

In most cases no — a scissor lift platform with full handrail protection is itself the fall-arrest, and a harness can introduce trip and ejection hazards. A boom requires a full-body harness with a short adjustable lanyard used in restraint mode (or fall-arrest where the manufacturer specifies). The RAMS records the rationale either way.

The rescue plan must be platform-specific and operative-specific. It covers ground-controls operation, secondary lowering systems, alternative rescue (e.g. another MEWP), and the time-critical issue of suspension trauma if a fall occurs from a boom. A generic 'call the fire service' answer is not acceptable.

The RAMS records minimum clearances to overhead services (per ENA G39 for powerlines), and to fixed structures where the operator could be crushed. For confined overhead environments, secondary cut-out devices (e.g. SkySiren) are recorded.
