Worked Example: RAMS for the Refurbishment of a Victorian Pub Cellar

A small main contractor is engaged to refurbish a Victorian pub cellar — convert from beer storage to a small kitchen-prep area. Three-week programme: strip out, structural alterations, M&E first fix, finishes. Building dates from 1880; previously refurbished in the 1970s.

1. Using a Management Survey instead of an R&D Survey

Why it fails: Management Surveys are non-intrusive and intended for occupied buildings. Refurbishment requires intrusive sampling — that's the R&D Survey. Confusing the two is a frequent CAR 2012 finding.

Fix: Always commission an R&D Survey from a UKAS-accredited organisation before refurbishment starts. Reference the survey type explicitly in the RAMS.

2. Lead-paint hazards omitted from older properties

Why it fails: Properties built before 1992 can contain lead-based paints, particularly on doors and woodwork. Disturbance creates respirable dust. Refurb RAMS routinely overlook this.

Fix: On any pre-1992 property, document the lead-paint assessment. If present: IATP lead awareness, FFP3, wet-stripping or chemical removal — never dry sanding.

Yes. A Refurbishment and Demolition (R&D) asbestos survey is required before any intrusive work begins in buildings constructed before 2000. This is more thorough than a management survey and involves destructive inspection to identify hidden asbestos materials.

Before removing any building elements, you should identify loadbearing walls, structural floors, and any elements that may be under load. A structural engineer should advise on temporary support requirements where loadbearing elements are affected.

You need clear segregation between work areas and occupied spaces — physical barriers, separate access routes, dust suppression, and agreed working hours. Fire escape routes must be maintained at all times.

RAMS as a single document is not named in UK law, but the underlying duties are. The Management of Health and Safety at Work Regulations 1999 require a suitable and sufficient risk assessment, and CDM 2015 effectively requires a written method statement on most construction work. A RAMS satisfies both in one document, which is why principal contractors expect to see one.

Anyone competent to assess the risks of the work. Most subcontractors write their own RAMS for the tasks they carry out — formal qualifications aren't required, but the writer needs to genuinely understand the hazards, the controls and the site. Principal contractors will reject documents that look like they were written by someone who hasn't done the job.
