- Is HSE the regulator in Scotland?
- Yes — health and safety is reserved, so HSE Scotland is the regulator for occupational health and safety. CDM 2015 and WAHR 2005 apply identically. Environmental matters are devolved to SEPA and building control to local Building Standards departments.
- Do I need separate RAMS for each Scottish council area?
- The core stays the same. The SRoWR is national, but each council issues its own scaffold, hoarding and skip licences. Update the council-specific references per project.
- What's CAR and when does it apply?
- Controlled Activities Regulations 2011, enforced by SEPA. Apply whenever your work could affect the water environment — dewatering, drainage, near-river working, discharges. Most low-impact activities sit under General Binding Rules; significant activities need a Registration or Licence.
