UK contractors juggle several different safety documents depending on who's asking — CDM duty-holders, principal contractors, COSHH-impacted clients, fire authority. This hub shows which document goes where and links the builders for each.

  • CDM 2015 Regulation 15Duties of principal contractor (HSE)

    The Principal Contractor's duty to plan, manage and monitor the construction phase — the trigger for the RAMS / construction phase plan documents.

  • MHSWR 1999 Regulation 3Risk assessment (HSE)

    Every employer must make a suitable and sufficient risk assessment. The legal basis behind every RA the builder produces.

  • COSHH 2002 Regulation 6Assessment of risks from substances hazardous to health (HSE)

    Where substances hazardous to health are present, a written COSHH assessment is required before exposure.

  • RRO 2005 Article 9Fire safety risk assessment (HMG / Home Office)

    The Regulatory Reform (Fire Safety) Order requires a fire risk assessment for every relevant premises — separate from construction RA.

Common mistakes that get this document rejected

  • RAMS used where a COSHH assessment is needed

    Including 'hazardous substances controlled via PPE' in a RAMS does not satisfy COSHH Regulation 6 — substance-specific assessments are still required.

  • No construction phase plan

    For notifiable CDM projects, the principal contractor must produce a construction phase plan before work starts — the RAMS supports it but doesn't replace it.

  • Toolbox talks not recorded

    Briefing records (with names, dates, signatures) are what auditors check, not the talk's content. Generic talks without a record fail audit.

Worked example

Scenario: A small electrical contractor working on a refurbishment of a retail unit — CDM notifiable, occupied building above.

What went wrong: Single RAMS submitted; principal contractor rejected for missing COSHH (for solvent-based adhesives) and no construction phase plan reference.

The fix: Split into RAMS, separate COSHH assessment for the specific solvents, and a CPP reference page. Briefing register added with signature columns.

Outcome: All accepted on resubmission. RAMS reviewed weekly and after any change to scope.
